Built Environment Campaigns

  • The City of Richmond is over a year into Code Refresh, an initiative to “refresh” the City’s 50+ year old zoning code. Code Refresh presents an opportunity for the City to reenvision its future and prioritize sustainability, housing affordability, and racial justice in its zoning decisions.

    C3 is working to ensure the new zoning code is climate-smart, equitable, and creates housing opportunities for all.

Energy Campaigns

  • Amidst rising energy costs and energy burden across Virginia, C3 is campaigning to establish an energy efficiency program in Richmond.

    We’re calling on the City to create a program that reduces household energy bills, helps preserve housing and stabilize neighborhoods, and cuts emissions.

C3 is a proud member of and helps to convene the Richmond Environmental Justice (EJ) Coalition.

The RVA EJ Coalition formed in 2024 with the intention of bringing together organizations across a variety of issue areas - ranging from energy to housing, public transportation to urban greening - who recognize the need for policies, programs, and initiatives that further environmental justice in the City of Richmond, Virginia.
